Our Housing Allocations Policy Survey

We’re updating our Housing Allocation Policy and we want your input.

This policy helps decide who can apply for housing and how we prioritise applications. We want to make sure it’s fair, transparent, and meets the needs of our community. Your views matter. By sharing your thoughts, you’ll help shape a policy that works for everyone.

Here are some of the key changes we’re considering:

Points-Based System – We’re proposing a move from a two-band system to a points-based approach. The more housing need someone has, the more points they’ll receive. People with more points will be offered homes first.

Local Connection Requirement – Applicants must have lived in a Pioneer Group area for at least 2 years. We plan to keep this rule in the updated policy.

Exceptions to the 2-Year Rule – We’re proposing exceptions for:

  • People who are homeless
  • People leaving care
  • Tenants wanting to downsize
  • Accessible Homes and Support – We want to improve support for disabled people by keeping a list of adapted homes and offering help when allocating them.

Affordability Checks – We’ll assess whether applicants can afford the rent and other charges before offering a home, to help prevent financial difficulties.

Local Lettings Plans – Some homes may be prioritised for older people (aged 55+).

Who Can’t Apply – The new policy outlines more reasons someone may not qualify, such as:

  • Rent arrears
  • Antisocial behaviour
  • Providing false information
  • Owning a home
  • Help with the Application Process – We’re committed to making the process accessible, with support available to help people apply, understand decisions, or request a review.

Offering the Right Kind of Home – We aim to match people with homes that meet their needs, such as the right number of bedrooms or ground-floor access.

Reviews and Appeals – We’ll clearly explain decisions and offer a review if someone feels a decision is wrong or unfair.
